Job Summary
Under general direction of the Assistant Finance Director, the Senior Accountant performs complex accounting duties, including general ledger reconciliations, financial reporting and record keeping; maintains a variety of accounts and subsidiary ledgers for various city functions including accounts payable, including workflow and permissions, capital assets, construction in progress, and grants and performs a variety of accounting functions relative to assigned areas of responsibility. Performs professional accounting work involving compilation, consolidation and analysis of financial data. Responsible for accomplishing accounting assignments involving the application of accounting knowledge and abilities. Functions as an individual contributor with respect to City accounting functions; must apply a significant degree of initiative and independent judgment; frequently interfaces with employees and managers in other departments and the general public.
Essential Job Functions and Other Important Duties

  • Understand overall accounting functions and operations of the City.
  • Performs professional accounting functions in compliance with generally accepted accounting practices.
  • Posts data to various ledgers, registers journals and logs according to established accounting standards and procedures.
  • Prepare financial statements and schedules, including various monthly or summary financial reports, for management, Council, and other departments.
  • Evaluate budgets and purchases for capital improvement projects (CIP) and grants. Maintain and update CIP and grant records.
  • Record financial transactions through journal entries. Review journal entries for inconsistencies and possible irregularities.
  • Analyze and reconcile various general ledger accounts and financial reports including but not limited to accounts receivable, accounts payable, grants, capital projects, and bonds.
  • Assist in preparation of the City's annual budget, audit, comprehensive annual financial report, popular annual financial report, and related documents.
  • Develop or modify written procedures relating to departmental accounting processes and communicate with others.
  • Prepare special reports or conduct research as requested by department management.
  • Coordinate and review the work of others in the finance department to complete financial projects.
  • Conform with and abide by all regulations, policies, work procedures, and safety rules.
  • Become thoroughly familiar with every aspect of departmental processes.
  • Maintain confidentiality with regard to all City business.
  • Work on special projects and other duties as assigned.
  • Monitors and balances various assigned accounts including verifying availability of funds and classifying expenditures; research and analyze transactions to resolve problems relating to accounts and the computer systems.
  • Performs capital asset accounting, tracking and reconciliation.
  • Knowledge of governmental accounting standards Board (GASB) requirements and Generally Accepted Audited Principles (GAAP) related to municipal finance administration and program development.
  • Other duties, as assigned.

Job Qualifications
Formal Education: Bachelor's degree in accounting, finance, or a related field.
Relatable Work Experience: Three (3) years of experience in a finance or accounting role.
Preferred Qualifications: Certified Government Finance Officer (CGFO) or a similar certification. Experience in municipal government accounting.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities Needed & Environmental Factors and Other Physical Requirements
Knowledge of Federal, State, and Local financial policies, laws, and regulations.

Skill in interpreting City policies and procedures.

Skill in tracking, monitoring ad reviewing various reports.

Skill in utilizing a personal computer, associated software programs, including Windows and Microsoft Office applications.

Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, and City and other government officials.

Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.

Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.

Subject to sitting and standing to perform essential functions in an office environment; must lift up to 20 lbs.

Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment

Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
